1. Dates

Monday August 27, 2007 to Friday, August 31, 2007

2. Venue

The 2007 Mobility Cup will be hosted by the Dartmouth Yacht Club (DYC),

The sailing area will be in the vicinity of Wright's Cove in Halifax Harbour. Registration, the opening ceremony and other social activities will be hosted on the DYC grounds.

3. Organizing Authority

The Harding Medical Mobility Cup 2007 Organizing Authority is composed of representatives of Sail Able Association of Nova Scotia and the DYC.

4. Rules

4.1 The Mobility Cup 2007 will be governed by the 2005-2008 Racing Rules of Sailing (RRS), the Martin 16 Class Rules (www.martin16class.org) and the Sailing Instructions.

4.2 The duties of the Sailing Companion are changed for participants in the Silver Fleet (see article 5.4). This changes Martin 16 Class Rule 6.2.2.

4.3 All races will be sailed in Martin 16 sloops.

4.4 All participating boats must carry third party liability insurance to the value of at least $1,000,000 CDN.

5. Eligibility

5.1 Mobility Cup 2007 is a regatta for sailors with a disability. All sailors are encouraged to inquire about participation, regardless of the severity of their disability or extent of sailing experience.

5.2 The competition is open to people with a disability, of all ages and skill levels. People with quadriplegia (low and high level), paraplegia, hemiplegia, double-leg amputations, double-arm amputations, multiple sclerosis and cerebral palsy have participated in previous Mobility Cup events using assistive devices or a Sailing Companion.

5.3 Sailors are requested to indicate the nature of their disability when registering. In case of dispute, the Mobility Cup 2007 Organizing Authority will be the sole arbiter of eligibility.

5.4 Participants will indicate whether they wish to race in Gold Fleet or Silver Fleet at the time of registration. When selecting, competitors should consider the following:
5.5 The Gold Fleet is recommended for experienced racing sailors who are comfortable in a competitive fleet.

5.6 The Silver Fleet (Coupe Dallaire series) is recommended for less experienced and novice sailors, as well as those wishing to further develop their racing skills in a supportive environment. For the safety of competitors and equipment, all Silver Fleet sailors are required to have a Sailing Companion on board. The Sailing Companion may perform any duties that will support the Silver Fleet sailor in developing their race skills or assist those with limited physical abilities. This changes Class Rule 6.2.2. The Silver Fleet sailor shall have the authority to determine what assistance is provided. Sailors may provide their own Sailing Companion or accept one assigned by the Mobility Cup 2007 Organizing Authority. The assignment of a Sailing Companion shall not be grounds for redress.

5.7 The Mobility Cup 2007 Organizing Authority intends to provide coaching support and practice opportunities for both fleets.

6. Entries

6.1 The deadline for pre-registration and boat charters is August 3, 2007. Registration form(s) will be made available on this website; information will be promulgated.

6.2 The entry fee is $175 CDN per athlete, plus a $200 refundable damage deposit, due with Mobility Cup 2007 registration. The entry fee includes the regatta package, breakfasts, lunches, a Corn Boil Dinner/Barbecue and a Celebration Dinner. Entries received after July 15, 2007 will be $200.

6.3 Damage deposits may be forfeited from either or both parties in a collision causing damage. Damage deposits will be returned to sailors who sail free of mishaps. Read the Harding Medical Mobility Cup 2007 Damage and Liability Policy.

6.4 Sailing Companions and caregivers do not pay to attend, although they are required to pre-register. They will receive continental breakfasts and box lunches.

6.5 A limited number of additional tickets for the Corn Boil Dinner/ Barbecue ($10) and the Celebration Dinner ($25) will be available.

6.6 Competitors entering and withdrawing up to August 15 2007, will be refunded their entry fee, less $50 for administration. Any refund for withdrawal after August 15, 2007 will be subject to review.

6.7 The race office will be open from 09:00 – 17:00 on Monday, August 27, 2007. The Regatta Office is open from 09:00 to 13:00 Tuesday, August 28, 2007 through Friday, August 31, 2007 inclusive. Late registration can be accepted at the discretion of the organizing authority.

7. Scoring

7.1 The Low Point Scoring System of RRS Appendix A - Scoring will apply.

7.2 Eight races are scheduled for the Gold Fleet, and the Silver Fleet, with separate practice/coaching sessions. No starting signal will be made after 3:45 p.m. on August 31, the final day of racing.

7.3 After five races are completed, the worst score will be excluded. One race is required to constitute a Mobility Cup Series or a Coupe Dallaire Series.

8. Sailing Instructions

Sailing Instructions will be included with the registration package available at the Dartmouth Yacht Club. A course diagram will be provided.

9. Boats and Equipment

9.1 Any competitor may supply, prepare and maintain his/her Martin 16 sloop and related equipment.

9.2 All boats supplied must be covered by an insurance policy with minimum $1,000,000 CDN liability coverage.

9.3 Disabled Sailing and Able Sail organizations that provide a Martin 16 may register one sailor for the Gold Fleet and one sailor for the Silver Fleet. If it sends more than one boat, the organization may register one additional sailor for either the Gold Fleet or the Silver Fleet and shall accept a charter for the other fleet.

9.4 If any charter places are not filled by August 3, 2007 the organization owning the boat will have the first option of registering another sailor.

10. Boat Charters

10.1 Competitors requiring a charter boat must notify the Mobility Cup 2007 Organizing Authority at the time of registration. The Organizing Authority will refer sailors requesting a charter boat to owners holding available charter places.

10.2 Requests made after August 3, 2007 may not be accommodated.

10.3 Competitors shall assume responsibility for the maintenance of their boats, including chartered boats.

11. Assistive Devices

11.1 Any competitor may supply and use any assistive device they deem necessary to provide a level of function equivalent to other competitors. Assistive devices must be declared and approved by the Mobility Cup 2007 Organizing Authority prior to the start of the first race in which the assistive device is used.

11.2 A supply of Martin 16 Autohelm/Windlass systems (power-assisted steering and/or sheeting) may be available, as requested, from the Mobility Cup 2007 Organizing Authority.

11.3 Failure of the Mobility Cup 2007 Organizing Authority to supply a competitor with the Autohelm/Windlass system described above shall not constitute grounds for redress.

12. Safety

Competitors shall wear life jackets or other adequate personal buoyancy devices at all times while on the dock and afloat. A whistle must be attached to every competitor’s life jacket unless an exemption is granted. In addition, every boat shall have a 5m x 7mm painter line attached to the bow eye with the free end of the line within easy reach of the skipper.

13. Medical

Medical service will be provided on site.

14. Measurement

There will be no measurement of hull or equipment prior to the regatta. Any measurement that results from protests will be performed in accordance with the Martin 16 Class Rules (www.martin16class.org).

15. Prizes

All competitors will receive recognition for their participation in Mobility Cup 2007. Prizes will be awarded to the top five places in each of the Gold and Silver fleets. Additionally:

1. The Mobility Cup will be presented to the winner of the Gold Fleet.
2. The Coupe Dallaire will be presented to the winner of the Silver Fleet.
3. The Sam Sullivan Trophy will be presented to the top Sip ‘n’ Puff sailor.

16. Accommodations

17. Schedule

Participation in How to Race a Martin 16 dockside talk, coaching clinics and practice races must be pre-arranged. Please sign up for them.
